Disciplinary matters and expulsion
On this page you will find information about disciplinary measures against students and expulsion of students from higher education studies. The information is directed towards employees of the university.
Disciplinary measures against students
Disciplinary measures may be taken against students who try to mislead in examinations, disrupt activities at the University or subject another student or member of staff to harassment. The rules that apply to the procedure are found in the governing document “Regulations and Administrative Procedures for Disciplinary Matters” (Sw. “Regler och handläggningsordning för disciplinärenden”). All employees of the University are responsible for reporting a substantiated suspicion of disciplinary misconduct and no disciplinary measures may be taken at departmental level. Cases are reported by the department to the President and investigated by the Division for Legal Affairs.
The Disciplinary Committee
According to the Higher Education Ordinance, each Higher Education Institution must have a Disciplinary Committee. The Disciplinary Committee consists of five members; the President as chair, a legally qualified member who shall hold or have held tenure as a judge, a teacher representative and two student representatives. All members have appointed substitutes. The legally qualified member and the teacher representative are appointed by the President for a period of three years. The student representatives are appointed for a period of one year.
The Disciplinary Committee meets as necessary. The student and the reporting department are called to participate in the meetings of the Disciplinary Committee. During the meeting, the student and the reporting department are given the opportunity to make comments on the matter and answer questions from Committee members. Following deliberation, The Disciplinary Committee announces its decision. The disciplinary measure may take the form of a warning or suspension for a maximum of six months.

Reporting of a disciplinary matter
A report of a suspected disciplinary misconduct is made through this form. Access to the form requires a connection to the Stockholm University network, either on site at the University or via VPN. Keep the following in mind when using the form:
- Fill in the form from the top down. The form adapts and adjusts based on the data entered.
- Name attachments so that it is easy to understand their content.
- Attachments can only be uploaded in PDF format.
- All information must be in English if the student does not speak Swedish. This means that it may sometimes be necessary to translate e-mail conversations or comments written in Swedish by the examiner etc.
- Avoid including sensitive information unless it is absolutely necessary for the processing of the case.

Disciplinary measures against employees
The Stockholm University Staff Responsibility Board (PAN) decides on disciplinary measures against employees after the case has been processed by the Human Resources Office.
Expulsion from studies
A student who suffers from a mental disorder, abuses alcohol or drugs or has been found guilty of a serious crime, and where there is a clear risk that the student will harm another person or cause substantial damage to property during the course of his or her studies, may be expelled from higher education studies. The decision to expel a student is made by the Higher Education Expulsion Board (HAN). HAN examines matters regarding the expulsion of students from higher education following a report from the President.
A decision to expel a student is valid until further notice and means that the student may not continue his or her on-going course of study and, as a rule, that the student may not be admitted to equivalent studies at another higher education institution. A decision to expel a student can also mean that the student may not be admitted to any type of higher education.
If there is a suspicion that a student should be subject to expulsion, always contact the Division for Legal Affairs through Legal advice (sw Fråga juristen). In case of suspicion that a student may cause harm to their surroundings, always contact the Safety section within the Property Management Office.
