Erasmus+ International Credit Mobility (ICM)

Erasmus+ International Credit Mobility (ICM) enables collaborations with higher education institutions in non-European countries and may include mobilities in both directions. The programme should contribute to raising the quality of education through collaborations and mobility of both students and staff. The application to the programme is made through a university-wide application to UHR that the International Office coordinates.

International Credit Mobility

In addition to traditional European mobility within the Erasmus+ programme, the European Commission allocates external funds for student and staff exchange collaborations outside of Europe through the International Credit Mobility (ICM) programme.The participating institutions must work in accordance with the basic principles of the Erasmus+ programme in the following areas:

  • Inclusion and diversity
  • Environment and fight against climate change
  • Digital transformation
  • Participation in democratic life, common values and civic engagement

The main goal of ICM is to offer opportunities for academic, professional and personal development for students, teachers and other staff at the participating institutions. It is expected that the quality of the operations at the participating institutions be improved by increased qualitative international cooperation, internationalisation and strategic competence enhancement.

Countries whose organisation are eligible to participate as partners in ICM projects are divided into 12 geographical areas/regions:

  1. Western Balkans
  2. Neighbourhood East
  3. South Mediterranean
  4. Russian Federation
  5. Asia
  6. Central Asia
  7. Middle East
  8. Pacific
  9. Sub-Saharan Africa
  10. Latin America
  11. Caribbean
  12. US and Canada

There may be restrictions regarding direction and level of education for student mobility within each area/region.

Partner countries in the Erasmus+ International Credit Mobility by call year

The budget for the ICM programme is divided into these 12 areas/regions with different budgets for each of them. There may also be specific guidelines for allocation of funding to certain countries with an area/region.

Budget for ICM Call 2024

  • Students: semester long mobilities for full-time studies (2-12 months)
  • Teaching staff: teaching mobilities (5-60 days excluding travel time) which includes at least 8 teaching hours per week.

Erasmus+ ICM is administered by the Swedish Council for Higher Education (UHR) and higher education institutions can annually apply for funding for student and staff mobilities. There are however some restrictions for outbound student mobilities at undergraduate and advanced level depending on the area/region.

If a higher education institution wishes to apply for funding through the Erasmus+ ICM programme, a university-wide application is to be submitted to UHR. At SU, the International Office coordinates the university-wide application. The application consists of two sections, a common section for the university and a section per area/region in which the International Office has a received an internal application for from a department/unit.

A project can start at the earliest August 1 the year the application is submitted and must end after 36 months; July 31st three years later. The mobilities for which the university is granted funds must be carried out during the contract period for the call and cannot be postponed to a different call with a different contract period.

Before the department submits and internal application to the International Office, the application must be approved in the department. It is important that the number of mobilities and their duration has been approved by the responsible instance within the departments and supported by the Head of Department.

The department is responsible for most of the administration of the project and the funding does not usually offer full cost coverage. Examples for costs not covered by the programme are salaries and overhead costs.

Internal application

Departments that are interested in applying for funds for an ICM collaboration must submit an internal application, approved by the head of the departments no later than 04 December, kl 23:59 to the International Office: projektstodutbildning@su.se

The following documents should be included in the internal application:

Applications are reviewed by the International Office and a selection is made if necessary. The selection will be based on the established internal criteria (see below).

The university-wide application for SU is written by the International Office based on the submitted internal applications and in consultation with the designated project managers/owners at the departments.

The International Office is responsible for submitting the university-wide application to UHR.

Results of the application are normally announced by UHR during the month of May of the year of the application.

The following criteria will be considered for prioritization and selection:

  • Proposal for projects with partners where there is an already developed contact with good communication which strengthens the conditions for long-term and strong collaborations.
  • Proposal for projects that are well established and accepted by both universities/departments and in which there is clear input from the participants partners
  • Proposals that have a clear plan for how the collaboration can be integrated within education, developed by utilising the participants experiences and conveyed within the respective organisations.
  • Collaborations that are in line with SU strategies: Strategies for Stockholm University 2023-2026 and Global Engagement Plan.
  • Proposals for projects that relate well to the to the regional budget (i.e. that the proposal does not refer to the entire budget for the specific area/region).
  • Departments that have already been granted funds in a certain country or region within ICM are given lower priority if the granted project period is still ongoing and is for the same region.
  • In case of multiple applications within the same area/region and if necessary, SU will prioritize application where subject areas and/or types of mobilities complement each other. This is to be able to write a more competitive application.

The International Office will notify UHR’s decision to the applicant departments and signs the university-wide contract with UHR. The following steps apply for the department that has been granted funding:

  1. The International Office invites the department to an information meeting
  2. The department at SU prepares and signs the Erasmus agreement (interinstitutional agreement) with the partner university.
  3. The departments advertise the mobilities and select the participants.
  4. The department at SU notifies the selection to the International Office which in turn contacts the participant with information about the Erasmus scholarship application and the routine for its payment.
  5. The departments manage the mobilities and signs the necessary documents (learning agreement, attendance certificate)
  6. The departments submit a report on the activities managed to the International Office which compiles them ad submit the university wide report to UHR at the end of the project.
