Erasmus+ Capacity Building in Higher Education (CBHE)
Erasmus+ Capacity Building projects aim to reform, make accessible and internationalise higher education in countries outside of Europe. The programme provides support for developing and modernising higher education, contributing to democratic development in the partner country. The project needs to both meet the overall priorities of the Erasmus+ programme and the priorities for the country and/or region.
Three types of collaboration
There are three types (strands) of collaboration within the Capacity Building in Higher Education (CBHE) projects:
- Strand 1: fostering access for cooperation in higher education (at institutional level)
- Strand 2: partnerships for transformation in higher education (at institutional level)
- Strand 3: structural reform projects (at national level)
In CBHE, universities and colleges, individually or in collaborations with other higher education institutions (HEIs) can apply for funding for cooperation with third countries not associated with the programme.
At least two of the applicant organisations must come from at least two EU member states or third countries associated with the programme. The number of HEIs participating in third countries not associated with the programme varies depending on the form of cooperation and whether the project is national or targets several countries in a region.
Within projects in Strand 1 and 2, you can collaborate on course development, reforms of governance in HEIs and strengthening the role of HEIs in society. Projects within strand 3 can, for example, be the development of national criteria for quality assurance, transfer of credits and routines around admission of students.
Participating in a CBHE project
A department can participate as partner or coordinator. The department, through an appointed project manager/coordinator (PK) is responsible for the project before, during and after the contract period.
A department that intends to apply as coordinator or partner must notify the International Office (IO) well in advance, of the application deadline.
If desired an international coordinator (IK) at IO can together with the PK go through the application procedure.
Routines for CBHE
It is the Head of Student Services (in accordance with "Besluts- och delgationsordning för Stockholms universitet") who signs the Declaration of Honour (DoH) or the Accession Form (AF) that must be attached to the application. It is also the Head of Student Services that signs the agreement with the European Commission or other organization in capacity of Legal Entity Appointed Representative (LEAR) if the application is selected and granted funding.
Internal routine for applications that have been granted funding
The PK is responsible for managing the project. The Head of Student Services (in accordance with "Besluts- och delgationsordning för Stockholms universitet") signs the agreement with the European Commission and other organisations in capacity of the university's LEAR.
