Description
The manager of flammable goods describes the tasks of the manager and how the head of department/equivalent can distribute them to employees. The purpose is to clarify the role and tasks of the director and achieve good systematic fire protection work within the department/equivalent.
Introduction
According to the Fire and Explosive Goods Care Act1 (2010:1011), anyone who handles, transfers, imports or exports flammable or explosive goods must take the measures and precautions necessary to prevent, prevent and limit accidents and damage to life, health, the environment or property that may arise from fire or explosion caused by the goods and to prevent unauthorised conduct with the goods.
The measures may be of a technical nature, such as the acquisition of equipment for fire extinguishing, structural fire protection or an organisational nature, for example that the department has expertise2 linked to the scope of the activities and the characteristics of flammable goods.
The principal’s decision-making and delegation of authority for Stockholm University states that the head of department/equivalent has a responsibility for the work environment, and this responsibility includes complying with the Fire and Explosives Act (2010:1011) regarding fire safety. This means working systematically to prevent fire and to prevent or limit damage as a result of fire, as well as maintaining a level of fire safety that corresponds to the risks that exist within the institutions. In order to ensure that fire safety is maintained correctly, there should be one or more managers for flammable and explosives appointed by the head of department/equivalent.
The number of managers for handling flammable and explosive goods must correspond to the department's/equivalent needs and the premises that require control.
The departments/equivalent manager of flammable and explosive goods shall
- have good knowledge of and good experience of the flammable goods handled in thedepartment/equivalent. The licence holder must ensure that sufficient training and support areavailable to the manager
- have the right to adapt the operation so that the risks are removed or minimized. The handlingof flammable and explosive goods that are not deemed to comply with the regulations or thatare deemed to pose a risk of accidents must be stopped
- ensure that the necessary instructions for handling flammable goods are in place, are sufficientand up-to-date, and that the personnel concerned (including external) have/receive sufficienttraining
- report accidents and incidents to the responsible manager and notify the central fire protectionfunction. Inform the responsible manager regularly (1–2 times per semester) about how thehandling of flammable goods is handled
- monitor that the necessary risk investigations, classification plans and response plans are inplace and are updated. Ensures that risk areas are clearly marked/signposted, on drawings andout in the business
- before hot work begins in areas where flammable goods are handled/stored, permission isrequired from the manager of flammable goods
- ensure that a plan for self-monitoring is in place, followed and that the performance of self-monitoring is documented. Self-monitoring, such as that premises, equipment and workingmethods do not pose an unnecessary risk of fire or explosion, that they meet the requirementsand that service/maintenance is sufficient
- produces the necessary information for the central permit application, monitors compliancewith the permit conditions, approves (or rejects) operational changes and reports these furthercentrally
- participates in the supervision and planning of new premises, equipment and workingmethods.
