Description

Flammable goods controller describes the tasks of a flammable goods controller and how the head of department/equivalent can distribute them to employees. The purpose is to clarify the role and tasks of the flammable goods controller in order to achieve good systematic fire protection work within the department/equivalent.

Introduction

According to the Fire and Explosive Goods Care Act1 (2010:1011), anyone who handles, transfers, imports or exports flammable or explosive goods must take the measures and precautions necessary to prevent, prevent and limit accidents and damage to life, health, the environment or property that may arise from fire or explosion caused by the goods and to prevent unauthorised conduct with the goods.

The measures may be of a technical nature, such as the acquisition of equipment for fire extinguishing, structural fire protection or an organisational nature, for example that the department has expertise linked to the scope of the activities and the characteristics of flammable goods.

In order to meet these requirements, systematic and continuous fire protection work should be carried out by the business. This includes that the fire protection work is controlled, reported, documented and followed up.

The principal’s decision-making and delegation of authority for Stockholm University states that the head of department/equivalent has a responsibility for the work environment, and this responsibility includes complying with the Fire and Explosives Act (2010:1011) regarding fire safety. This means working systematically to prevent fire and to prevent or limit damage as a result of fire, as well as maintaining a level of fire safety that corresponds to the risks that exist within the institutions. In order to ensure that fire safety is maintained correctly, there should be one or more flammable goods controller at each department/equivalent appointed by the head of department/equivalent.

Flammable goods controller task is to check, document and report to the manager for flammable goods twice a year. If deficiencies are discovered during the inspections, action plans must be drawn up, where it is clarified who is responsible for ensuring that each deficiency is rectified.

The checklist for flammable goods inspections is provided by the central fire safety function.

The number of flammable goods controllers must correspond to the department's/equivalent needs and the premises that require inspection.

The departments/equivalent flammable goods controllers shall

  • be the contact person and link between the department's/equivalent manager for flammable goods and the department's own operation
  • participate in centrally organized fire safety trainings, information meetings aimed at controllers for flammable goods
  • carry out and report self-inspection of the handling and storage of flammable goods within their area of control twice a year. Inspections carried out and the results of these must be communicated to the department's/equivalent manager of flammable goods
  • report discovered deficiencies in the handling of flammable goods to the manager for flammable goods at the department/equivalent
  • in collaboration with the department's/equivalent manager for flammable goods, rectify discovered deficiencies in the handling
  • assist the department's/equivalent manager for flammable goods in disseminating local and central information and, in the field of flammable goods, to their own operations.
