Whistleblowing

Whistleblowing means that you can report serious misconduct at Stockholm University. You can report via a web form, voicemail, or by requesting a physical meeting. Your report is handled by an external party (KPMG), and you may choose to remain anonymous.

You can blow the whistle if you suspect serious misconduct that is in the public interest.

This may include, for example:

  • financial irregularities or corruption
  • breaches of laws or EU regulations
  • risks to life, health, or safety
  • serious deficiencies in the organisation.

You do not need to have proof. A reasonable suspicion is sufficient.

Matters that concern only your own working conditions are handled through other channels.

The Whistleblowing Act does not apply to reporting classified security information or other information relating to Sweden’s national security.

Report misconduct (whistleblowing)

You report via the University’s whistleblowing function, which is managed by an external party (KPMG).

You can report in three ways:

You may choose to remain anonymous when reporting.

  • You do not need to provide your name or contact details.
  • The system is separate from the University’s other systems.
  • The system is designed to protect your anonymity.

You may also choose to provide contact details if you wish to follow your case and receive feedback.

Tip: Use a private computer or mobile device when reporting, as activity on work equipment may be traceable.

KPMG receives your report and makes an initial assessment. The case is then forwarded to designated persons at Stockholm University.

You will receive an acknowledgement within seven days. In some cases, no acknowledgement is provided, for example if you have declined it or if it could reveal your identity.

If you have provided contact details or created an account, you can follow your case and receive feedback on any measures taken.

You will receive feedback within three months of the acknowledgement. If no acknowledgement has been provided, feedback will be given within three months and seven days from when the report was received.

If you would like to know more about how cases are handled, you can read the procedures in the Rulebook.

Protection when whistleblowing

You are protected under the Whistleblowing Act when you report.

You can read more about your rights in the Act (2021:890) on the protection of persons who report misconduct. Available in Swedish only:

Lag (2021:890) om skydd för personer som rapporterar om missförhållanden (riksdagen.se)

  • You must not be prevented from reporting.
  • You are protected against retaliation.

The protection applies if you had reasonable grounds to believe that the information was true.

The protection may apply to:

  • employees and contractors
  • agency staff
  • job applicants
  • trainees and volunteers
  • self-employed persons with assignments
  • persons in management and supervisory bodies

The protection may also apply after you have left the University.

Other reporting channels

Whistleblowing is used for suspected serious misconduct. For other types of matters, there are specific reporting channels.

Accidents, near misses, safety deviations, crimes, incidents, occupational injuries and environmental deviations are reported in the IA system.

IA system

Matters relating to your own working conditions are handled through other channels.

Examples:

  • work environment and workload
  • workplace conflicts
  • salary and employment conditions

You report work environment matters in the IA system. For other issues, contact your manager or HR.

Complaints and reports of harassment, sexual harassment and victimisation are handled according to specific procedures.
